José Luís Guterres (born 1954 in Uato -Lari, Portuguese Timor ) short Lugu, is a politician from East Timor. Since August 8, 2012, he is the foreign minister of the country.

Training

Guterres studied at the British University of Cambridge, at the University of the Western Cape in South Africa, the Malaysia Institute of Diplomacy and Foreign Relations Relations and the Institute of Strategic and International Studies in Portugal.

Political career

Guterres was a founding member and member of the Central Committee of FRETILIN, East Timor's largest party, organized a large part of the resistance against the Indonesian occupation. Later, he was by the FRETILIN also a member of the Conselho Nacional de Resistência Timorense CNRT, the umbrella organization of parties and groups of the East Timorese independence movement. As ambassadors of the unrecognized government of the occupied country Guterres served in Angola, Mozambique and the United Nations.

After 2002, East Timor's independence was restored, Guterres was initially to 2003, Deputy Foreign Minister of the Government. He was also the representative of East Timor on the Summit for Sustainable Development in South Africa in August 2002 and Chief of the East Timorese delegation at the Council of Ministers at the meeting of the CPLP in Brazil and in the ACP / EU conference in the Dominican Republic in July 2002. On May 8, in 2003, he became the first official Ambassador of East Timor to the United Nations and the United States.

2006 broke after the mutiny of nearly half of the soldiers of the country from unrest in East Timor. The FRETILIN government of Mari Alkatiri was forced to resign. For Alkatiri the nonparty José Ramos -Horta took over the premiership. Guterres had to be previously rejected Premier. For Guterres was Foreign Minister of East Timor instead of Ramos- Horta. As the leader of the group FRETILIN Mudança ( Reform FRETILIN ) failed Guterres at a party congress in 2006 in an attempt to overthrow Alkatiri as Secretary General of FRETILIN.

Guterres remained foreign minister until May 19, 2007. Ramos- Horta had the presidential elections on 9 May 2007 and therefore entered the day before he was sworn in as the new President as prime minister. His successor, the FRETILIN man Estanislau da Silva, an ally Alkatiris Guterres took over not in the new government. The confrontation of the FRETILIN Mudança with his own party escalated after the parliamentary elections on 30 June 2007, which ended the FRETILIN with the loss of an absolute majority in the Parliament of East Timor, even though they still remained the strongest party. Alkatiri procured against the members of the FRETILIN party Mudança an exclusion process, as they had asked voters to choose the main competitors Xanana Gusmão from Congresso Nacional da Reconstrução Timorense CNRT. The prompt FRETILIN to leave voluntarily, the reformers were not after. Guterres and the others were excluded from the FRETILIN.

Gusmão was commissioned after the elections as leader of the coalition " Aliança da Maioria parlamentar AMP" to form a government. Surprisingly, he appointed Jose Luis Guterres, Deputy Prime Minister, which was considered a sign that the forces of reform in FRETILIN to participate in the government will allow. FRETILIN himself refused a subsequent offer to participate in the government.

End of September 2009 Guterres was accused of Sebastião Ximenes, the East Timorese ombudsman, corruption. Ximenes submitted to the Attorney General a report on the investigation. Before he returned in 2006 from his post as UN Ambassador to East Timor, Guterres will appointed his wife as a consultant to the UN envoy and have their salary increased from a simple employee to that of a diplomat. Guterres was afraid that would be standing in the otherwise low salary, his family in New York on the road, if he had not found a new job. Valerio received nearly $ 20,000 for three months work. According to the report of the Ombudsman her but because she is not East Timorese citizen and has lived not less than eight years in the country, this content is not granted. Guterres stressed the then Prime Minister Ramos -Horta had approved the decision at that time, as the Secretary General and the Deputy Foreign Minister. He did nothing wrong. Ximenes was still employed by the Alkatiri government and is now the opposition FRETILIN close. After several similar allegations against various members of the government, Prime Minister Gusmão threw Ximenes against bias.

On July 31, 2010 Guterres was elected President of the National Olympic Committee ( Comitê Olímpico Nacional de Timor- Leste COTL ).

In September 2010, Guterres was due to abuse of office and corruption accused by the prosecution and then provisionally suspended by Prime Minister Gusmão and the Parliament of his office. Background were the allegations concerning the award of the highly doped diplomatic posts to the wife of Mr. Guterres. Guterres pointed out that his wife of the then Deputy Foreign Minister Adaljiza Magno ( FRETILIN ) had received the office. 2011 appointed Prime Minister Gusmão Emília Pires to his representative while he was on a business trip abroad from 1 to 11 March. José Luís Guterres should make his trial at first. The process was delayed, because Parliament had not yet lifted the immunity of Guterres. This happened on April 6. On May 9, Guterres was acquitted of the charges by the court.

On April 28, 2011, FRETILIN Mudança was registered as a separate party. Admission to the parliamentary elections in East Timor in 2012 upcoming 2012 elections finally took place in August after the name change to Frenti - Mudança (FM). In the presidential elections in East Timor in 2012 on March 17, Guterres ran as a candidate and failed with 1.99 % of votes. In the parliamentary elections in East Timor 2012 Frenti - Mudança managed with two seats the entry into the national parliament. Guterres gave up his parliamentary seat to be in the government coalition with CNRT and PD since August 8, again in 2012 Secretary of State.
