Kim "JP " Jong -pil ( born January 7, 1926 in County Buyueo ( Puyo ), Chungcheongman Province, South Korea) is a South Korean politician.

Biography

After attending a high school in Kongju he began a study of pedagogy at the Seoul National University, but then changed to the Korean Military Academy, from which he graduated in 1949 as an officer. During the Korean War from 1950 to 1953, he was promoted to lieutenant colonel. After the loss of power by President Rhee Syng -man 1960, he had for "insubordination " leave the army for a short time.

Finally he returned to the army and was promoted to colonel and was the founder of the notorious secret Korean Central Intelligence Agency ( KCIA ). As such, he played on the 1961 in the coup of his brother- General Park Chung- hee, a leading role was the right hands up to his murder by the former intelligence director Kim Jae -kyu on 26 October 1979. During this time he used the KCIA to arrest and torture of political opponents, to assassination attempts on the opposition leader Kim Dae -jung because of his criticism of the autocratic regime. In addition, the intelligence was used for collection of funds to establish a one-party state under the leadership of General Park. Kim Jong -pil itself was repeatedly involved in the 1960s in scandals such as the manipulation of the stock market in Seoul or the misuse of foreign exchange privileges, but was never charged because of that.

On June 4, 1971, he was appointed by President Park Chung -hee in place of Baek Du- jin first Prime Minister of the Republic of Korea. He held until his replacement by Choe Gyu -ha on 19 December 1975 this office.

On May 18, 1980 he was arrested in the turbulent period after the assassination of Park Chung -hee, along with other senior officers of the military dictatorship after the new president, General Chun Doo -hwan, had imposed martial law for mass demonstrations. The following month, General Chun announced that Kim would have enriched illegally along with nine other politicians and military officers during the previous dictatorship to assemble approximately 150 million U.S. dollars. This also led to his expulsion from the ruling party, the Democratic Justice Party ( DJP ) excluded.

1987, however, there was a political comeback. In the presidential elections, he was the fourth of the candidates 8 percent of the vote. In 1992, he joined a coalition with Kim Young- sam after he won the presidential elections. However, there was already a year later to a falling out between the two. In the following years he founded the right-wing United Liberal Democrats ( 자유 민주 연합 ), which won 50 seats in the parliamentary elections of 1996.

In 1997, he joined an alliance with Kim Dae -jung, which of the two considered after their coming because of the opposition with suspicion. However, Kim Dae -jung was aware that he could not win the presidential election when he would not expand its traditional political home in the former province of Jeolla -do in the south west of the country ( the modern provinces of Jeollabuk -do and Jeollanam -do) and the voters would not convince them that he was no longer the radical, left -wing demagogue as in the previous military regimes.

On 3 March 1998 he was Dae-jung re-appointed as Prime Minister by the recently elected President Kim.

On January 13, 2000, he was followed by Park Tae -jun as Prime Minister. In the subsequent elections April 13, 2000 his party United Liberal Democrats (ULD ) achieved 25.17 percent of the vote and only 25 seats. In 2004, he announced his withdrawal from political life after the ULD scored only four seats in the parliamentary elections.
