The first two designs were completed in 1124 and 1127. The anthology was compiled by order of the already detached Tennō Shirakawa (1053-1129) of Minamoto no Toshiyori ( 1055-1129 ). The anthology includes 10 volumes with a total of 716 Waka. Due to the free and imaginative style Toshiyoris the Tennō dismissed the first two designs.
