Kreisreform Sachsen-Anhalt 2007
The district reform in Saxony -Anhalt 2007 (or the district reform of 2007 ) was passed by the Landtag of Saxony -Anhalt on 6 October 2005 by passing a law. This was followed by the county government reform in 1994, with effect from 1 July 2007 a new reform of the district, according to the number of districts was reduced from previously 21 to eleven. This nine new counties created by mergers, while the Altmark Salzwedel and Stendal district remained as the cities of Halle and Magdeburg preserved in its present form. The area of the district of Anhalt- Zerbst was divided into three counties and the independent city of Dessau.
The new county names and seats of the county governments were already established by resolution of Parliament. However, the district councils of the newly formed circles in their inaugural meeting could specify a different name by a two -thirds majority of the legal members.

Independent cities and counties
Since the reform, there are three county-level cities and eleven counties. The car symbol ABI, BK, HZ, MSH and SLK were introduced. The abbreviation ASL, AZE, BBG, BOE, BTF, HBS, KOEt, ML, MQ, OK, QLB, SBK, SGH, WR and WSF run out.
Magdeburg
The state capital Magdeburg remains unchanged with respect to their field structure. It has an area of 201 km ² and had the end of 2006 229 826 inhabitants.
City Hall

City Dessau
On 1 July 2007, the county-level city on the southern banks of the Elbe in Dessau are and for the district of Anhalt -Zerbst protected town Roßlau (Elbe ) fused at the northern bank of the Elbe to the independent city Dessau. District of Anhalt -Bitterfeld
The district of Anhalt- Bitterfeld, formed by the merger of the former counties Bitterfeld and Köthen. There were also the city of Zerbst / Anhalt as well as 21 municipalities in the same VG - Ehle Nuthe of the dissolved district Anhalt- Zerbst.
The new district is bordered to the south by the new Saalekreis and the state of Saxony, on the west by the new Salzlandkreis, on the north by the enlarged district Jerichower country and on the east by the district of Wittenberg and the city of Dessau. The size of the district of Anhalt- Bitterfeld has 1453 km ².
District administration office is Köthen (Anhalt). The former county government offices in Zerbst and Bitterfeld continue to be used by specialist services and civil offices. The county town of Köthen, with its 30,000 inhabitants, is the same on 1 July 2007 from the merger of Bitterfeld, Thalheim, Greppin, Holzweißig and Wolfen newly formed city of Bitterfeld -Wolfen with about 48,000 inhabitants over.
On 16 July 2006, the citizens of the city of Zerbst had voted by referendum for inclusion in the future the district Anhalt- Bitterfeld.
In further referendums on August 13, 2006, the 16 municipalities Bornum, Buhlendorf, Deetz, Dobritz, Grimme, Güterglück, Hohenlepte, Jütrichau, Leps, Lindau, Nedlitz, Nutha, Reuden, Steutz, Straguth and Zernitz also endorsed for inclusion in the future district of Anhalt -Bitterfeld. Five other municipalities, four of which previously led public decisions, the district of Anhalt -Bitterfeld were assigned in an amending law on November 16, 2006.
The new license plate is ABI.
At the end of 2006 for this area 187 873 inhabitants were calculated; for the year 2025 a number of 136 579 inhabitants, only was predicted.
Börde
The county flange formed by the merger of the previous flare circle and the previous Ohrekreis.
The new district is bordered to the south by the counties of salt land and resin, on the west by Lower Saxony, on the north by the Altmark Salzwedel and Stendal district and on the east by Magdeburg and the new district Jerichower country. The size of the district is 2366 km ² crimp.
District administration office is Haldensleben. The license plate is since 1 November 2007 BK instead of " BOE " and "OK ". On the " BOE ", which is also for the new district flare could have stood, was omitted to give the inhabitants a new identification and in particular the likelihood of confusion with the " BO " the city of Bochum (NRW) excluded. There have been proposals to rename the county in future Ostfalenkreis, but these were discarded, and the District retained the name "County flaring ".

Castle district
The castle district is formed by integration of the district Weissenfels and the hitherto existing castle district. The new district is located in the south of Saxony- Anhalt and has an area of 1413 km ². To the north it borders on the Saale district, in the west and south by the state of Thuringia and on the east by the state of Saxony.
District administration office is Naumburg ( Saale).
The license plate number is BLK, which has been used until then by the former castle district.
End of 2006 205.097 inhabitants have been identified for this area, for 2015 only 182,300 forecast.
The majority of the population has in addition to the name proposed by the country as well as suggestions Saale Unstrut circle, Saale -Unstrut Elster region and more were discussed, against the name of the district Burgenland pronounced at a local referendum. Instead, many advocate the adoption of the name castle district. Citizens of White Rock and other communities see themselves disadvantaged by this name, however, as their position away from the actual Burgenland not is taken into account in their name. On 16 July 2007 the council decided to take over the existing name for the new castle county circuit.
Harz district
This county formed by the merger of the former counties Halberstadt, Wernigerode, Quedlinburg and the city of Falkenstein / Harz from the district of Aschersleben - Staßfurt.
The new district is bordered to the south by the district of Mansfeld - South Harz, on the east by the county salt land in the north to the county flange and the state of Lower Saxony. To the west it has a boundary with Lower Saxony, southwest of Thuringia. The size of the new district is 2104 km ².
District administration office is Halberstadt.
The new license plate is HZ. As earlier, the vehicles wore this indicator in the district Herzberg in Brandenburg, it is likely that only certain groups of numbers are released for the district of Harz, in particular, with two letters and three digits.
End of 2006 244.248 inhabitants have been identified for this area, for 2015 only 225 300 predicted.
Against the name of " Harz " there are protests from the Lower Saxon counties that are also within the resin; especially because large parts of the new circle are not in the resin, but in the northern and eastern Harz Foreland.
County Jerichower Land
The new district Jerichower country should arise by fusion of the former district Jerichower country and the administrative community Elbe- Ehle Nuthe as well as the city of Zerbst / Anhalt from the district of Anhalt- Zerbst originally.
Based on public decisions the city of Zerbst and part of the VG Elbe- Ehle Nuthe but not merged with the Jerichower country, so that only seven municipalities of the VG Elbe- Ehle Nuthe to the district Jerichower changed country.
As a result, the county name Jerichower country was compared to the original plan name Anhalt- Jerichow preferred because of Anhalt aspect was missing. The license plate was JL.
The enlarged district is bordered to the south by the salt county and the district of Anhalt -Bitterfeld, in the west of Magdeburg and the county flange (separated by the Elbe river ), on the north by the district of Stendal, and on the east by the state of Brandenburg. The size of the district is 1577 km ².
District administration office is Castle.

District of Mansfeld - Suedharz
The new district is formed by the merger of the former counties Sangerhausen and Mansfeld.
The county is bordered on the southeast by the Saalekreis, on the north by the districts of salt land and resin and to the west by Thuringia. The size of the new district is 1449 km ².
The county seat is Sangerhausen. The license plate is MSH. As the first district Dirk treasure (CDU ) was elected.
End of 2006 160.984 inhabitants have been identified for this area, for 2015 only 142,700 forecast.
Saalekreis
The new district is formed by the merger of the former counties Merseburg cross- ford and Saalkreis. It includes the independent city of Halle ( Saale) completely.
The new district is bordered to the south by the castle district, on the northwest by the district of Mansfeld - South Harz, in the north of the county salt land and in the north east of the district of Anhalt -Bitterfeld. He also has a border to the west of Thuringia and Saxony in the east too; the size of the Saale district is 1433 km ².
District administration office is Merseburg. The license plate is SK.

Was subject to criticism on the linguistic similarity between " Saalekreis " and " Saalkreis " because there is a certain likelihood.
Salzlandkreis
Schedule name of the district was initially County Salzland, however, the name Salzlandkreis was elected to the inaugural meeting of the new County Council. The Salzlandkreis was created by merging the former counties Aschersleben - Staßfurt (except the city of Falkenstein / Harz), Bernburg and Beautiful Beck.
The new district is in the center of Saxony-Anhalt. The Salzlandkreis bordered to the south by the district of Mansfeld - South Harz and the Saale district, on the west by the district of Harz, in the north- west by the district Borde, in the north of the state capital Magdeburg, in the northeast of the county Jerichower country and on the east by the district of Anhalt -Bitterfeld, its size is 1426 km ².
District administration office and recently largest town in the district ( now in front of Beautiful (Elbe ) ) is Bernburg (Saale ).
The new license plate is SLK.

District of Stendal
This county was unchanged. It has an area of 2423 km ² and had the end of 2006 about 129 481 inhabitants.
Wittenberg district
The district of Wittenberg was about managing communities Coswig (Anhalt) and extended Woerlitzer angle from the district of Anhalt- Zerbst, circuit city remains the Lutherstadt Wittenberg.
Although the Woerlitzer angle was legally assigned to the district of Wittenberg, this is controversial: the city Wörlitz has spoken at a hearing for an annexation to Dessau, the town Oranienbaum it. In November 2006, there were in some communities, the administrative community Woerlitzer angle further referendums. These communities opted for the assignment to the district of Wittenberg. The present law provides for an allocation of Woerlitzer angle to the district of Wittenberg. Possible a different mapping is only when the parliament of Saxony-Anhalt change the law accordingly.
The Wittenberg district is bordered to the north and east by the state of Brandenburg, on the south by the state of Saxony, in the southwest and northwest by the new district of Anhalt -Bitterfeld and to the west by Dessau.
The car flag remains WB. The size of the district is 1930 km ² Wittenberg. The area had end 2006 144.972 inhabitants.
Criticism for Administrative Reform
Whether the anticipated cost savings can be achieved by the amalgamation in reality is questionable. Since the merger of the former individual counties and cities of equality grounds necessary for a county authorities are distributed to all former district towns, first a partially considerable ( financial and time ) overhead for the citizens as well as the staff of the departments concerned and ultimately the taxpayer.
However, from a long-term perspective, it seemed necessary to respond to the significant decline in population numbers. Saxony -Anhalt could, as a new forecast, in the years 2005 to 2025 approx. 500,000 (approx. 20 % of its total population) lose.
To create an important goal of any government reform, new entities with similar size and structure, could not be fully achieved in this Administrative Reform. The range of numbers of inhabitants in each circle is still relatively large. It has not been able to form a common Altmarkkreis.
