Local government

The concept of local government is a collective term for the authorities of a local authority area.

A distinction is made here in the broader sense municipalities and counties. The district administration of the district is referred to in some states as the District Office. In a narrower sense, local government municipalities, there again divided into two municipalities with and without a town. In the former, it would be the city council, in the latter the municipality.

The municipality or city government is a government agency whose job is to manage a municipality or city. It is, as the county government, a local government. The municipality is headed by a central administration officials, this is usually the mayor or county boroughs the mayor. In this case is also the official name of the authority " The (upper ) mayor ". In Hesse is the official name of the authority, " The Magistrate ".

In part, small municipalities have joined together to an office with an office administration. Special cases are the integrated municipality in Lower Saxony or the municipality in Rhineland -Palatinate, local government associations in Baden -Württemberg and management communities in Bavaria.

Jurisdiction

Outward the local government is the sole point of contact for citizens in all official matters, unless other authorities. One therefore speaks of the so-called comprehensive jurisdiction.

Workforce

The employees of municipalities are divided into municipal civil servants, for which the respective local officials and law holds in ( collective ) employees which are subject to the collective agreement for the public sector ( TVöD ). The distinction between workers / employees inside and was abolished in 2005.

For the operational representation of municipal employees staff councils, which are elected by the country Personalvertretungsgesetz care.

Responsible trade unions for municipal employees are the United Services Union ( Verdi - there, the Department 7 ) as well as within the German Civil Servants the Komba.

On the employer side, municipalities are organized in local employers 'associations, which in turn form the association of local employers' associations.

Organizational structure

The structure and legal framework of local governments is governed by the municipal regulations in Germany or in the applicable constitutions and laws for local government in Austria and Switzerland. For the seat of the municipal administration, the terms town hall, community center, town hall, community and local government are the German-speaking region to region used in cities also townhouse.

Organized local governments are usually used in offices, headed by a chief officer. These offices serve different situations and areas. Structural differences in Germany
