Mobile Virtual Network Enabler

Under a Mobile Virtual Network Enabler ( MVNE ) means a provider of infrastructure ( network elements ), by means of the mobile operator can offer to participants without their own network mobile services.

This means MVNE take over network operations for suppliers who do not have their own technical radio broadcasting license. The MVNE uses the mobile network in a large provider ( MNO) for its mobile offering and markets its services through so-called branded retailers, resellers or MVNOs.

In addition to the infrastructure most MVNE offer other services that are necessary but do not belong to the core competencies of MVNOs. These include Customer Relationship Management ( CRM), Supply Chain Management (SCM ), monitoring or IT-Services/-Integration and receivables management.

Branded retailers are companies that are embarking on the basis of their existing customer relationships in the mobile communications business and want to expand their portfolio to include mobile products and based on it value-added services (eg, customer loyalty programs, premiums actions, sweepstakes or product information) ( cross-selling ).

Among the services provided by MVNE are about the operation of the home location register ( HLR ), Mobile Switching Centers ( MSCs), the connection network and billing systems, servers for WAP, SMS, MMS, mobile Internet and mobile boxes and the network interconnection. Depending on the MVNE the various network elements to be entertained oneself, or the existing infrastructure of network operators use them.

Distinguishing feature between network operators and MVNE is the operation of its own mobile broadcasting equipment by the network operator, while the MVNE shared use the transmitters of the network operator. Mobile network operators sell their services usually both wholesale customers as well as to end users, while MVNE provide their services exclusively virtual network operators ( MVNOs to ) are available.

In 2005 Germany joined the Materna GmbH with her daughter vistream (now Telogic ) as the first MVNE in appearance.
