Molotov Plan

The Soviet Foreign Minister Vyacheslav Molotov presented the, which meets from January 25 to February 18, 1954 Berlin Conference of Foreign Ministers his plan with the Soviet demands for a reunification of Germany. The plan was a response to the rejected by the Soviet Union Eden Plan and in the tradition of Stalin's notes.

Molotov's plan called for the following:

  • An all-German government, elected by the parliaments of the two German states ( Federal Republic of Germany and German Democratic Republic ), democratic participation organizations
  • Preparation and conduct of elections in the whole of Germany
  • Government should adhere to a list of tasks (eg, maintaining the neutrality )
  • Both governments should deal with questions of procedure for the formation of an all-German government

The policy objectives of Molotov Germany had to safeguard the socialist structures in East Germany as well as a true neutrality forming the whole of Germany and thus a reduction in the Western integration of the Federal Republic.
