National Council (Slovenia)

The State Council (Slovenian Državni svet ) is the upper house of the Slovenian Parliament. His job is to represent social, economic and regional interests in the Slovenian legislature.

The lower house is called Državni zbor ( State Assembly).

Composition

The State Council consists of 40 members who are appointed by the functional (ie, social and economic ) as well as regional stakeholders.

It is composed as follows:

  • 4 representatives of employers
  • 4 representatives of workers
  • 4 representatives of farmers, traders, service providers and the professions
  • 6 representatives of " non-commercial " Making
  • 22 representatives of local stakeholders

Choice

The members of the State Council can not be determined through universal suffrage. It is the particular process within an interest group, sent the deputies. The term of office is five years.

The 18 representatives of functional interests are elected by an electoral college, the composition of which is governed by the stakeholders.

For the election of 22 representatives of regional interests, the territory is divided into 22 constituencies. The composition of the electoral college in the constituencies is determined by the municipal councils by secret ballot. If the constituency includes more than one municipality, each municipality shall appoint a representative in the electoral college; per 5,000 inhabitants increased the number by another representative.

A candidate shall be declared elected in the Council of State, if he can unite the relative majority of the votes cast.

All Slovenian citizens who have reached the age of 18, have basically the active and passive voting rights in relation to the State Council. This is determined by membership of an interest group ( functional and / or regional). Have non- Slovenian citizens if they can be attributed to a functional interest group, namely a right to vote, but not the passive.

Powers

According to the Slovenian Constitution among the functions of the State Council:

The approval quorum of all powers of the State Council ( with the exception of point 4) is 50% plus one vote ( the votes cast ). The exercise of the right to call a referendum (point 4), requires an absolute majority of all deputies ( ie, at least 21 votes ). All decisions of the State Council this majority must have at least 21 MPs to be present.
