National Public Safety Commission (Japan)

The National Public Safety Commission (Japanese国家 公安 委员会, kokka Kōan iinkai ) is an organ of the Japanese government for central monitoring of the police.

It was created in its current form after the Police Act 1954 together with the police authority (警察 庁, keisatsu -chō ). A precursor of the same name already existed under the Police Act of 1948 to ensure civilian control over the police and the power of the former Ministry of the Interior (内务 省, naimu - shō ) limit. The Commission consists of a Chairman, who as Minister of State part of the Cabinet, and five other members, who are appointed by the Prime Minister with the consent of both Houses of Kokkai for five years. It deals with general security issues are the responsibility of the state and in particular the monitoring of the police department as a whole: You prescribes policy and appoints the head of agency, but it has no direct influence on local agencies or individual prefectural police forces. Even if she is appointed by the Prime Minister and is formally assigned to the Cabinet Office, it works without receiving any instructions from the Cabinet.
