Network Effectiveness Ratio

Network Effectiveness ratio ( NER) is defined in ITU- T Recommendation E.425 measure of the quality of a telecommunication network. NER makes a statement about the probability that a call attempt is displayed right on target. NER is calculated as the ratio of the number of displayed call attempts in the target divided by the total number of call attempts carried out. Usually the value is 99 %.

NER is the more common measure of ASR (Answer Seizure Ratio) to be distinguished. The ASR makes a statement about the probability that a call is made. ASR is calculated as the ratio of the number of calls divided by the total number of call attempts carried out. Usually the value is 70 %. The difference comes about by the behavior of the called party. If they do not stand out or already on the phone, the call attempt has been indeed displayed correctly at the destination, but the conversation did not take place.

NER is therefore always greater than ASR.
