The Norwegian hearing and Braille Library (NLB) is a public library, which produces audio books and Braille books and gives. The offer is aimed at all those who have difficulties with the regular print reading and books, whether as a result of reading and spelling disorders, vision, or other circumstances. The library is for Norwegian compatriots and their service is free of charge. The books will be sent post-free on CD, downloaded or streamed from the NLB website. NLB is Norway's largest producer of audio books and books in Braille. The library has about 15,000 audiobooks and 6,000 Braille books ( 2011). The students of the NLB service provides students at universities, colleges and vocational schools with curriculum literature.

Paragraph 17 of the Norwegian Copyright Act allows the NLB producing and lending matched literature.

History

In 1910, the Norwegian Association of the Blind opened the first Braille library for the blind in the country in Bergen. Departments in Oslo and Trondheim were opened respectively in 1913 and 1916. The Norwegian Association of the Blind operated the Braille libraries until 1989, the responsibility for library services for the blind and print disabled in the State Ministry of Culture and Church Affairs has been transferred. In 2007, the NLB branches were closed in Bergen and Trondheim. The entire production and hire of audio and Braille books is happening today in the Oslo office.

Organization

Services

NLB is both national as well as teaching library. Registered members have access to the entire collection of books. The library offers fiction and nonfiction, as well as subscription magazines and some newspapers. Visually impaired students have a right to require teaching materials. Students with reading and spelling disorder or other reading disabilities may borrow audio books, which are in the inventory of the NLB or were produced from a partner library of the NLB from another country.

The existence of the NLB is searchable and registered users can order books or download directly from the website of NLB or stream.

NLB provides library services to all those who have evidence of difficulty reading printed text. The enrollment at the NLB requires an official confirmation (for example, by a doctor, a nurse, ...) about the need for appropriate literature. Blind and Visually Impaired, members of the Norwegian Association of the Blind necessary to submit evidence. Schools that have students with reading difficulties, are leihberechtigt. The same applies to institutions with print-disabled users. The school or institution registered members of a contact person.

Audiobooks

Audiobooks are read by professional speakers in studios in the NLB. It also buys from commercial publishers produced audiobooks. These are converted into the DAISY format prior to rental. All audiobooks are the NLB in DAISY format. This is a digital format which allows for audiobooks similar navigation as in conventional books. To take full advantage of the functionality of a DAISY book, it is recommended that a DAISY player or Easy Reader Express use an integrated playback software for PCs for all Audiobooks of NLB.

The audio files of a DAISY book are encoded in MP3 format. The books can also be heard with any MP3-compatible playback device, then the navigation options are limited. Visually impaired can borrow in their district DAISY Player Utilities headquarters of the Norwegian Labour and Welfare Administration ( NAV).

In 2008, a new audiobook agreement between the government and rights holders was signed. The agreement allows the NLB lending an unlimited number of copies of protected audio books, so there is no waiting lists.

Speech synthesis

An increasing number of books is produced, using speech synthesis. This source comes from half of the scientific literature and also the Hörausgabe of most magazines and newspapers. Audio of speech synthesis is available in full-text books, the text can be displayed on the PC during the lecture. In 2009, the NLB published the speech synthesis software " Brage ". Brage is developed språkbank in partnership with the Swedish Talboks -och punktskriftsbiblioteket (TPB ) and with funds from the Norwegian.

Braille books

NLB mediates the production of texts in Braille (Braille ). Braille books are printed on demand in the blank publishing in Bergen and delivered as a booklet. In addition to books, members of the NLB also newsletters, magazines and novels in Braille subscribe.

Cooperation

NLB cooperates with several interest groups and others who deal with the target group of the NLB.

DAISY Consortium and Norwegian DAISY Consortium

Participation in the DAISY Consortium (DC) is essential for the development of the NLB. The NLB is represented on the board of the Consortium.

In 2006, the NLB initiated the establishment of the Norwegian DAISY Consortium ( NDK ). International Federation of Library Associations and Institutions (IFLA )

NLB is a member of the Standing Committee of the IFLA Section on the " Libraries Serving Persons with Print Disabilities " (such as " libraries for people with print disabilities "). The main goal of the section is to provide people with visual and reading disabilities make the same library services accessible to as others. NLB is also a participant in the TIGAR project. This is a collaboration between IFLA Sections and the DAISY Consortium. Nordic cooperation

NLB cooperates with appropriate libraries in other Nordic countries: the Danish Nota, the Swedish Talboks -och punktskriftsbiblioteket (TPB ), the Icelandic Blindrabókasafn Íslands and the Finnish Celia.

The Library signed an agreement on cross- border exchange of literature in the autumn of 2009. The agreement covers both finished productions as well as access to files, to produce literature in the desired format. The agreement increases the supply for the target audience and helps to avoid unnecessary duplication productions. In addition, the Treaty allows the library members to be able to borrow from the offerings of libraries from the other Nordic countries adapted literature.
