To promote the conversion, there are various simplifications and solutions:

  • Many software solutions in the field of document management to support and try to reduce the number of paper documents in the office with electronic filing. A simple scan and a clean server-based directory structure with soft links and good ( semantic ) file manager ( eg, Dolphin, etc.), however, already provides all the functionality you need, including metadata award, and structuring / indexing.
  • The electronic signature is a higher quality legally valid replacement for the traditional manual signatures of dubious safety.

Obstacles

The change is so far partially hampered by still existing structures.

  • The need for electronic signature devices and solutions are not yet generally available everywhere, sometimes cumbersome and restrictive, and most citizens simply lack the knowledge for comfortable use. The exclusive use of electronic signatures can therefore, for technical reasons in many situations not be expected, or is extremely cumbersome.

  • With simultaneous use of paper - and computer solutions a constant back -and-forth syncing and copying is often needed.

For these reasons, a switch should always be as complete as possible and have the goal of actually eliminate paper usage.
