PHARE

The PHARE program ( acronym for " Poland and Hungary: Aid for Restructuring of the Economies ", English for " Poland and Hungary: Assistance for Restructuring the Economy", also PHARE CBC - Cross Border Cooperation) was one of three instruments of the European Union to support the preparations for accession of the candidate countries in Central and Eastern Europe. The main activities were the management structure, investment aid for infrastructure and regional development. The financing was effected by non-repayable grants. For the years 2000 to 2006, an annual budget of € 1.6 billion was provided.

Development

In 1989, PHARE was launched in support of Poland and Hungary in life. At a European Council meeting in 1994 an extension of the program it was decided to involve other candidate countries. By 2006, three countries were included in this program: Bulgaria, Romania and Croatia. For the eight acceded in 2004, Member States Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia, the utility has expired.

The PHARE program was replaced on 1 January 2007 under the Instrument for Pre-Accession Assistance (IPA ) by Regulation ( EC) of the Council of 17 July 2006 No. 1085/2006.

Tasks

  • Management reform: the authorities were assisted in the task to familiarize yourself with the European Community.
  • Investment aid for infrastructure: infrastructure and industry should be increased to the Community standard. Importantly were the areas environment, quality standards, transport and working conditions.
