Phosphopantothenoylcystein decarboxylase ( PPC DC) is the enzyme that catalyses the elimination of carbon dioxide from Phosphopantothenoyl -cysteine. This is the third reaction step in the biosynthesis of coenzyme A, which takes place in most living things.

(R )-4'- Phosphopantothenoyl -L -cysteine is decarboxylated to give 4'- phosphopantetheine. The enzyme binds one molecule of FMN per subunit as a cofactor. It is a flavoprotein.
