Portuguese legislative election, 1999

The Portuguese parliamentary elections on 10 October 1999, held after the normal expiry of the mandate of the General Assembly. They led to a minority government of the Socialist Party, which lacked only a deputy to the majority. As a result of the election Antonio Guterres became Prime Minister again under the President of the Republic Jorge Sampaio. When choosing 5,415,102 votes were cast, representing a turnout of 61.09 %.

Electoral system

The seats in each constituency after d' Hondt method, the largest proportional representation (PR ), which was designed by the Belgian mathematician Victor d' Hondt in 1899, divided. Although there is no legal limit for participation in the allocation of seats in the National Assembly, the application of the d' Hondt method performs a de facto threshold to a constituency level.
