In February 1932, the development work was begun. Served as a basis Zygmunt Puławskis PZL P.11, the then- standard fighter aircraft of the Polish Air Force. From her the airframe was acquired. The drive initially served a French Gnome -Rhône Mistral Major 14Kds with 760 hp.

The designation was P.24/III or Super P.24bis. 1934, the two super- P.24 were presented at the Paris Air Show to the public; then made some orders from abroad.
