After entering the Diplomatic Corps Tower in 1885 served as attaché in Constantinople Opel. His ministry led him on to Madrid, Berlin, Washington, Beijing and Siam. From 1903 to 1906 he served as Minister Resident of the British kingdom to the Kingdom of Bavaria and the Kingdom of Württemberg. Since 1906, Tower was ambassador to Mexico.
