The Riigikogu ( directly translated: National Assembly or Council of State) is the parliament of Estonia. In Estonia, there is unicameral.

General

The Riigikogu convenes in the Estonian capital Tallinn. According to the Basic Law of the Estonian Riigikogu has 101 members, each elected for four years. Are entitled to vote Estonian citizens who are 18 years old on election day and do not sit for a judicial condemnation in prison. Allowed to stand Estonian citizens who have later than the last day of the statement of candidacy at least 21 years of age.

It is the five-percent hurdle. The choice, however one chooses not parties, but those are enumerated numbered in the list of candidates under the name of the party. Those who have received a direct mandate, that is, at least 1/ 101 of the valid votes cast, without drawing attention to the five-percent hurdle in the Riigikogu. Gets none of the candidates of a party 1/101 of the votes cast, the party itself but overall five percent or more, so come proportionately as many members of the party in the Riigikogu, as this has won by a percentage of the votes cast seats. Here, then pull from that party a those candidates who got the most votes.

If a member of the Riigikogu in the government or in another office, it has to temporarily give up his seat, and in its place puts the candidate with the next highest number of votes within the party after.
