Robert Archer Cooper

Robert Archer Cooper ( born June 12, 1874 in Waterloo, Laurens County, South Carolina; † August 7, 1953 in Laurens, South Carolina ) was an American politician and the 93rd Governor of the state of South Carolina.

Early years

Cooper acquired at the Polytechnic Institute in San Germán, Puerto Rico, a doctorate in law, was admitted to the bar in 1898 and practiced in Laurens. In 1900 he was elected to the House of Representatives from South Carolina and 1904 to the attorney of the eighth Judikativdistrikts the state.

Governor of South Carolina

Cooper won the election for the 93rd Governor of South Carolina on November 5, 1918 unopposed. Also controversial was his re-election on November 2, 1920. As a democrat he continued the progressive policies of his predecessor Richard Irvine Manning continues by introducing a seven-month school and compulsory education, health care extended and the roads improved. These initiatives were funded through the rigorous application of existing tax laws or revaluation of government property. During his tenure, the working hours were determined in the textile industry of the state to ten hours per day and 55 hours per week. Also in his tenure, the adoption of the 19th U.S. constitutional amendment fell on 26 August 1920 which introduced women's suffrage in the United States. South Carolina had a hard time with the ratification of this Act. Only in 1969 could decide to take this step.

In 1922 he left the governorship to take a job at the Federal Farm Loan Board for five years. After his return to the Justice U.S. President Franklin D. Roosevelt appointed him as General Counsel of the Commodity Credit Corporation. Roosevelt appointed him in 1934 again as a successor to the late Ira K. Wells judge at the Federal District Court for Puerto Rico. This office he held until 1947.

Family

Robert Archer Cooper was married twice, both with his first wife died in 1914, Mamie Make and with his second wife, Dorcas Calmes he had a child. After his death in 1953 he was buried in Laurens.
