The definition of the district boundaries followed by other criteria and the Rhine changed at every flood run its course and had afterwards often another thalweg, ie the border changed, while its municipal boundaries at most further had stock. This showed that the country's borders are not covered with the district boundaries, which of course led to additional points of contention between the states and municipalities.
