The elections to the 16th Schleswig- Holstein Parliament took place on 20 February 2005.

For the CDU Peter Harry Carstensen resigned as the top candidate to the SPD led the former Prime Minister Heide Simonis, at. Top candidate of the FDP Schleswig-Holstein, Wolfgang Kubicki. The Greens coated with Anne Lütkes in the election campaign. Top candidate of the SSW was Anke Spoorendonk.

Initial situation

Heide Simonis was since May 1993 Prime Minister of Schleswig -Holstein. Most recently, she was re-elected after the 2000 state election, in which the SPD 43.1 %, once again the strongest force was as head of government, where she ruled in a coalition with the Alliance 90/The Greens since 1996.

In 2003 it was decided that the state elections in Schleswig -Holstein only every five years should be carried out, after which the Land Returning Officer ansetzte the elections on February 20, 2005.

Electoral system

In Schleswig -Holstein, a personalized proportional representation. Of the 69 seats will be awarded as 40 direct mandates. There are also overhang and compensatory seats. The exact number of compensatory seats is controversial because of ambiguous wording in the electoral law.

Government formation

After the state election on 20 February 2005, the CDU won 30, the SPD 29, the FDP 4, Alliance 90/The Greens also 4 and the South Schleswig Voter Federation ( SSW) 2 seats in the state parliament of Schleswig -Holstein, therefore, CDU and FDP had 34 votes and thus one vote less than the absolute majority. While the CDU, the SPD invited to enter into negotiations on a grand coalition, the Social Democrats began coalition talks with the Greens. The coalition agreement between the SPD and the Greens was confirmed on 15 March 2005 by special party days of the two parties, the SSW agreed to tolerate the red-green coalition. The vote was unanimous in the SPD, the Greens, there were two abstentions.

In the election of the Prime Minister of Schleswig -Holstein on 17 March 2005 as a candidate Heide Simonis, and the chairman of the CDU, Peter Harry Carstensen. In four ballots, neither candidate received a majority. The Diet had to adjourn without choosing a prime minister. Six weeks later, on 27 April 2005, Carstensen was finally elected prime minister of a grand coalition.
