Commissions of inquiry (from French enquête, " study " ) is the German Bundestag or operated by a State Parliament party groups that are to solve long-term problems in which different legal, economic, social or ethical considerations must be weighed.

In a Study Commission on a common position to be worked out. The aim is to come to a solution for problems that can be supported (including the part that does not feel represented by their respective majority party ) by the vast majority of the population.

Operation

Commissions of inquiry, there are in Germany at the federal level and at the country level. To set up a Commission of Inquiry at the federal level, must receive at least a quarter of the members of the German Bundestag; exist at the state level, depending on the state of different rules.

This committee consists of representatives of all factions and external experts. Both groups work in it as equal members. You are to prepare decisions on extensive and significant property complexes. Possible even within the legislature its establishment, the Enquete Commission shall prepare a report which will be discussed in the relevant parliament. In the next legislature, the Parliament decides whether the Enquete Commission should continue its work. Your work in the German Bundestag is governed by the Rules of Procedure of the German Bundestag § 56. Appropriate rules are also laid down in the rules of procedure of the countries to work in the state parliaments.

Each Commission of Inquiry is typically associated with a secretariat and scientific personnel who coordinates the scheduling and editorial content of the work and activities leading to the creation of documents and publications. In addition to the usual meetings of the Commission, there are also public and non-public hearings with Enquete foreign experts and representatives of ministries and federal agencies.
