Shabtai Rosenne

Shabtai Rosenne (* November 24, 1917 in London, and in Jerusalem † 21 September 2010) born as Sefton Wilfred David Rowson, was an Israeli jurist and diplomat. He served, among others, from 1967 to 1971 as Deputy Permanent Representative of Israel to the United Nations and from 1971 to 1974 as Permanent Representative to the United Nations and other international organizations in Geneva. In addition, he was from 1962 to 1971 Member of the International Law Commission of the United Nations and from 1994 to 1996 of the Permanent Court of Arbitration. For his work he was awarded, among others, in 1960 the Israel Prize in Law and in 1999 with the Manley O. Hudson Medal of the American Society of International Law.

Life

Shabtai Rosenne was born in 1917 in London, the son of Russian immigrants and became in 1938 an LL.B. degree from the University of London. After military service in the Royal Air Force from 1940 to 1946 he was employed first in London and later in Jerusalem, in the political department of the Jewish Agency. With the establishment of the State of Israel, he entered the service of the Foreign Ministry, for which he acted as legal adviser from 1948 to 1967. In this role, he was one among others of the Israeli delegation to the negotiations for a ceasefire agreement of 1949 and regularly to the meetings of the General Assembly of the United Nations. In addition, he received his doctorate during this time at the Hebrew University of Jerusalem.

1960 Shabtai Rosenne was appointed ambassador and sent by the Israeli government to Argentina at the political and diplomatic turmoil that resulted from the capture of Adolf Eichmann and his being brought to Israel, and among other things to a complaint of Argentina before the Security Council of the United nations led to contribute to the relaxation. In addition, he represented Israel at the conferences where the 1982 completed UNCLOS was negotiated, and from 1967 to 1971 as Deputy Permanent Representative to the United Nations from 1968 to 1970 in the UN Human Rights Commission and from 1971 to 1974 as the Permanent Representative at the United Nations and other international organizations in Geneva. He was then appointed Special Ambassador and was still active until 1982, in the diplomatic service.

Shabtai Rosenne belonged from 1962 to 1971 of the International Law Commission of the United Nations and from 1994 to 1996 to the Permanent Court of Arbitration in The Hague. In addition, he represented between 1989 and 2000, the United States, Yugoslavia and Japan in several proceedings before the International Court of Justice. He also taught at the end of his diplomatic career as a professor at Bar- Ilan University and a visiting professor at various universities abroad and in the years 1954 and 2001 at the Hague Academy of International Law.

Shabtai Rosenne was married in 1940 and father of two sons. He died in 2010 at the age of 92 years in Jerusalem as a result of a heart attack.

Awards

Shabtai Rosenne received in recognition of his work, among others, the 1960 Israel Prize in Law and 1999, the Manley O. Hudson Medal, the highest honor of the American Society of International Law, which it also in 1968 for his work " The Law and Practice of the International Court " with a certificate of merit ( ASIL Certificate of Merit ) distinguished and 1976 appointed an honorary member. In addition, he was awarded in 2004 for the first time awarded The Hague Prize for International Law. From 1963 he was a member of the Institut de Droit International.
