As a focus of his work Balleis named in his inaugural speech in 1996 to reduce debt. He also wanted to develop Erlangen for " federal capital of medical research, production and services ". This expressed his goal of wanting to further promote medical Erlangen ( with the medical division of Siemens AG, Medical Faculty of the Friedrich- Alexander University, and many other, smaller companies ). ( Had spoken out against the purchase of which the CSU long ) This included the establishment of a new work by Siemens Medical Solutions in Erlangen and the establishment of the innovation center of medicine and pharmaceuticals.

His second term Balleis presented under the motto to make Erlangen for child-and family -friendly large city in Bavaria. His focus for the third term was called " Education and Integration ".

Controversial in Erlangen is especially Balleis ' policy of privatization of municipal property: The sale of Erlanger Stadtwerke failed in a 1998 referendum (rejection of 74.7 percent). The same was true for the planned European-wide tender for the expansion and operation of the Röthelheim - bath, which was rejected by 87.3 percent. Was sold under Balleis the need of rehabilitation Atzelsberg Castle; the operation of used mainly by associations Redoute hall was also transferred into private hands. To heated discussions it came to be known in 2005 was that other municipal buildings, including the former town hall " Palais Stutterheim ," were offered for sale. Was announced in the election program for the period 2008 to 2014, privatization of the operation of the Heinrich -Lades -Halle.

Balleis ' second term (2002 to 2008) was also influenced by the discussion on the establishment of a new shopping center on the site of the former main post office. Against supported by Balleis project was formed a citizens' initiative, which was supported in particular by the Erlanger retail. These collected signatures for a citizens' initiative; before it was submitted, however, led the Erlanger City Council in 2004 a Council desire. When the vote is 59.4 per cent were in favor of a continuation of the plans. Nevertheless, a year later came to another vote after the citizens' initiative had filed the petition for a reduction on the sales floor. The City Council asked again contrary to a Council request. There was a curious outcome of the vote: Both request were accepted by 55.1 ( citizens' ) or 53.9 percent. The tiebreaker question decided with 53.5 percent for an unchanged planning. Shortly after the start of construction took place in September 2007, the shopping center was opened.

In the debate about the mall Balleis was often accused of neglecting the retail especially in the northern city. However, it was the main road in redeveloped the tenure of Balleis 2003 to Martin- Luther-Platz comprehensive; the result is controversial. In addition, an Old Town Manager was used, which is financed through funding from the federal government.

In transport policy Balleis put the run from his previous project, a "city -suburban train" between Erlangen and some surrounding communities on ice, in particular for financial reasons. In contrast Balleis has repeatedly announced plans to build the already discussed since the 1960s " Kosbacher bridge " as a fourth crossing of the Regnitz reason for urban transport; so far but no further plans have been carried out. Balleis initially joined also one for the southern bypass of the pond, and Uttenreuth Buckenhof by the Sebalder Reichswaldhalle, but was outvoted in the City Council by a vote of the SPD, Greens, ODP, FDP and CSU some city councils. Meanwhile Balleis rejects public from the construction of the road.

Under Balleis also the settlement area " of Erlangen- West" was driven in Büchenbach further, which had been started already Dietmar Hahlweg. After the expulsion of other building areas, the settlement has now moved up close to Kosbach. Decided also the ring closure of the ring Adenauer was a prerequisite for the development of other residential areas in the city west to the west of Mönaustraße. In addition, falls in Balleis ' tenure, the colonization of the former parade ground as " Erlangen ", which is now almost complete. 1999 to 2002 were carried out large-scale redevelopment of urban dwellings in Anger district, 2003/04, followed by renovations in the city East. In the course of the project "Social City" are with funding from the federal renovations planned in downtown, including the convention center E-Werk and the leisure center Frankenhof.

For intense discussions late 2006 and early 2007 led to the proposal of Erlangen Balleis to replace that since 1977 used Tafelmaier logo on municipal documents by the large coat of arms. The City Council without a decision partly already implemented conversion (including Internet presence ) was made shortly undo.
