Single European Sky ATM Research

Single European Sky ATM Research Programme ( SESAR) is launched by the European Commission and EUROCONTROL pan- European initiative for standardization, harmonization and synchronization of services within the framework of the European air traffic management (german air traffic management, ATM). All involved in the air transport partners were for the first time these goals involved in European air traffic history. These are civil and military organizations, national and international organizations of the legislature, the aircraft industry, airlines, aircraft operators and users and other interested partners on the ground and in the air.

SESAR organization

SESAR is organized into three phases:

  • In the definition phase (2005-2008), a European master plan will be developed which, based on the expected, future aviation requirements, identifies the measures that need to be undertaken to achieve the objectives.
  • The development phase (2008-2013) includes all activities necessary to prepare the introduction of the developed during the definition phase master plan. These include detailed action plans and all necessary legislative measures. Designed to be new equipment and standards, upgrading of the existing ground and airborne -based systems and their interoperability should be ensured with non-European systems by using the regulatory mechanisms of the Single European Sky.
  • For the implementation phase (2014-2020), the aviation partners have committed to the measures previously agreed to coordinate together to manage and implement them in reality. It consists of the large-scale production, procurement and implementation of the new air traffic management infrastructure and the appropriate aircraft equipment.

SESAR aims

The ultimate goal of SESAR is to ensure sustainable development of the air transport sector in Europe. This should be done in a safe and efficient manner by a performance based approach. The main performance objectives are:

  • The tripling of capacity;
  • To increase safety by a factor of 10;
  • Improving the environmental performance by 10% per flight;
  • Lowering the cost of air traffic management by 50%.

SESAR concept

The SESAR concept is the solution to achieving the SESAR objectives. The key of the SESAR concept is the principle of the so-called " Business Trajectory ", which identify the users of the airspace and the air traffic controllers in a cooperation process the optimum flight path. The aim of the SESAR concept draws extensively on existing and newly developed technologies, such as Galileo, back. It is based on a number of new key features:

  • The net operating plan ( Network Operation Plan), a dynamic deployment plan for continuous operation, which provides a general overview of the network situation;
  • The full involvement of airport operations as part of the air traffic management and the planning process;
  • The flight trajectories, which reduces the restrictions on the airspace organization to a minimum;
  • New method for ensuring the distance between the aircraft, making safety, capacity and efficiency can be increased;
  • The System Wide Information Management ( SWIM ), the secure of all stakeholders of the air traffic management, which rely on the same data is secured;
  • People as the central decision-making bodies: air traffic controllers and pilots are supported by new automated features that reduce their workload and manage complex decision-making processes.
