Speech from the throne

Speech from the Throne is a parliamentary democratic monarchy, the name for the annual address by the head of state during the opening of Parliament, in which the government announces its policy objectives for the coming year. The speech is usually designed by the head of government, but read by the head of state. The speech from the throne of the monarch is thus nothing more than a " government program ".

The throne speech also serves as a starting point for the control of the executive by the legislature.

Speeches from the throne there was, however, already in pre-democratic monarchies. Here they served for the opening of the meetings of the national representative. The monarch stood before the throne, surrounded by his ministers and turned to the assembled members of the Diet or parliament. On behalf of the monarch, the throne speech also by the Prime Minister or any other member of the Ministry on behalf of the monarch could be read.
