State Secretariat for Education, Research and Innovation

The State Secretariat for Education, Research and Innovation SBFI (French Secrétariat d'Etat à la formation à la recherche et à l'innovation SEFRI, Italian Segreteria di Stato per la formazione, la ricerca e l' innovazione SEFRI ) in the Federal Department of Economic Affairs, Education and Research is the professional authority of the federal responsible for national and international issues of education, research and innovation policy.

The SBFI exists since 20 December 2012, and went from the merger of the former State Secretariat for Education and Research (SER ) shows the division of the Federal Department of the Interior and the Federal Office for Professional Education and Technology (OPET).

The SBFI has around 250 employees and has an annual budget of around 4 billion Swiss francs. The SBFI is headed by State Secretary Mauro Dell'Ambrogio.

Tasks

The world-wide out -building knowledge society places high demands on the education, research and innovation policy of the Swiss Confederation. Education is for the individual, the indispensable basis for the independence and integration into society and the world of work. Based on the findings of basic research and applied research, is the engine for growth, income and wealth, and thus the basis for the competitiveness of a small country in a globalized world. Against this background, the SER provides on behalf of Parliament, the Bundesrat and the Department following, important for the future of Switzerland tasks:

In education

  • Is the SBF responsible for all business and concerns which relate to the management of the ETH Domain by Department and Federal,
  • Promotes the SBF, the cantonal universities;
  • Concerned, the SER, the recognition of cantonal and foreign maturity dates as well as the implementation of the Swiss Matura exams;
  • Subsidizes the SBF expenses of the cantons on training aid;
  • Awards the SBF grants to foreign students and artists;
  • Supervised and financed the SBF Swiss involvement in the relevant European or international programs and projects in education.

In the area of ​​science and research

  • Financed the SBF the Swiss National Fund for Scientific Research and the scientific academies,
  • Promotes the SBF twenty research institutions outside the university sector,
  • Supervised and financed by the Swiss SBF membership in international research organizations, and the participation of Switzerland in the European and global research programs and collaborations,
  • Developed, the SER of the Switzerland international relations at multilateral and bilateral levels continuously,
  • Coordinates the SBF in cooperation with the Federal Office for Professional Education and Technology departmental research the federal government.

In the space sector

  • Coordinates and promotes the SBF Swiss space policy at national and international level,
  • Represents the SBF Switzerland in international organizations, including the European Space Agency ESA, the relevant EU bodies and mixed bodies, the United Nations and in operational space agencies,
  • SBF is the contact person for academic institutions, industry and users,
  • Coordinates the activities of SBF between the departments and manages the national funding instruments.

The resources

Subject to the annual budget approval by Parliament, the federal government promotes education, research and innovation (ERI ) in 2008-2011 at around 21.25 billion francs. Of these, the Federal Office for Professional Education and Technology OPET manages nearly 5 billion francs. The CHF 8.2 billion global budget go as bound to the contract drawn up by the SBF of the Federal Council of the ETH Domain.

The SER is responsible for a budget in the amount of almost 8.1 billion francs. Of these, serve per a good third of the financing of the tasks of the Swiss National Fund for Scientific Research ( 2.828 billion francs) and the promotion of cantonal universities ( CHF 2.7 billion ).
