The rule, jurisdiction and sovereignty of the islands were the subject of a land grant in 1664, a directive of a provincial governor in 1680 and a treaty between New York and New Jersey in 1834., The Supreme Court ruled in 1998 found that the original parts of the islands, although belong to New York, caused by land reclamation parts but to New Jersey.
