History

Planning and construction

On 27 May 1994 Nikkei Weekly reported the planned construction of a fiber-optic submarine cable between Thailand, Vietnam and Hong Kong, called TVH. The cable should be 3400 km long and have a transmission capacity of 560 Mbit / s. It should primarily improve the links between Vietnam and Japan, for the first time were able links between the two countries are handled via a submarine cable instead of satellite. Accordingly, it was a consortium of three Japanese companies that the estimated costs of $ 166 million shared: KDDI (then KDD ), ITJ and IDC.

On February 8, 1996 TVH has been put into operation.

Theft

At the time of the theft in 2007, Vietnam was only connected by two submarine cable with the rest of the world: TVH and SEA-ME -WE 3 About 82% of these were handled international communication. The rest ran overland cable and satellite.

The theft

On March 25, 2007, there was an interruption of the cable off the coast of Ca Mau. This was caused by the theft of 11 km of cable with 100 t weight by local fishermen who tried the cable to sell as scrap metal. Was discovered the theft of the crew of a ship from Singapore, which had been requested by the Vietnamese telecommunications company VTI, to repair the perceived damage. However, the extent of the damage made a repair time being impossible.

The search for the perpetrators and the cable, the Departments of Defense and Public Security, the Naval Command and military commands involved.

Investigations eventually led to a boat owner from Vung Tau. When the found 100 t cable it was not to recover the stolen TVH- section. It is believed that the thieves the cable accidentally, such as when anchors found, since it would have been otherwise difficult to detect. ( Nevertheless, thefts of undersea cables in Vietnam are not uncommon. Sole came from early January until May 3, 2007 there were five such incidents. )

However, another possibility was discussed in the Vietnamese media yet. In August 2006, the Vietnamese Ministry of Defense had some company in charge of the salvage different, no longer in operation underwater copper cable. This still came from South Vietnamese time and had been closed prior to the fall of South Vietnam. According to reports, some of the participating companies used it for covert search of treasure, but it caught the TVH cable.

Consequences and recovery

VTI lost by theft revenues of $ 4,000,000. There were $ 2.6 million (according to other sources $ 3,000,000 ) for the repair of the damage. The duration of the repair work was initially estimated at least three months. In June and early July 2007, the repairs were then carried out. The cost of repair divided CAT (Thailand, 44.5 %), REACH (Hong Kong, 20.4 %) and VNPT (Vietnam, 25%) as well as a number of smaller companies.
