Thomas H. Carter

Thomas Henry Carter (* October 30, 1854 in Portsmouth, Ohio; † September 17, 1911 in Washington DC ) was an American politician ( Republican), who represented the state of Montana in both chambers of the U.S. Congress.

Life

The originally from Ohio Thomas Carter pulled early with his parents to Illinois, where the family settled in Pana. He attended the public schools there, worked in agriculture, as a teacher and in railway construction; at the same time he studied law. After recording to the bar in 1882, he moved to first to Burlington, Iowa, and later to Helena in Montana Territory.

Policy

In his new home, Carter was politically active. He represented the territory from March 4 to 7 November 1889 as a non-voting delegate in the House of Representatives in Washington; after admission as a State of Montana in the United States, he held from 8 November in 1889 the official office of a Member, a position he held until March 3, 1891. The attempt of re-election was unsuccessful.

1891 Carter resigned as commissioner in the service of the General Land Office; the following year he was elected chairman of the Republican National Committee, the party organization of the Republicans elected. A post he held until 1896.

On 4 March 1895, he returned as a U.S. Senator back in the Congress. Carter remained until March 3, 1901 in the Senate; during this period he was also Chairman of the Committee on Relations with Canada and the census committee. After he was appointed interim U.S. President William McKinley to the Board of Trustees of the Louisiana Purchase Exposition, and had acted as its president, a candidate Carter in 1904 again for a Senate seat and was again successful. His second term in the Parliament chamber lasted from March 4, 1905 to March 3, 1911. To redial he did not present himself. This time, he was also Chairman of the Committee to control expenditure of the State Department.

After retiring from the Senate, Carter took over the presidency of the U.S. delegation to the International Joint Commission, which had the mandate to resolve any discrepancies between the United States and Canada on the use of the shared boundary waters. However, he died in September of the same year in Washington.

The Carter County, Montana is named after Thomas Henry Carter.
