Thomas Hoeren

Life

From 1980 to 1987 Thomas Hoeren studied theology and law in Münster ( Westphalia ), Tübingen, Germany and London. He acquired in 1986 the degree of licentiate of theology and church completed in 1987 his first State Examination. He received his doctorate at the Westfälische Wilhelms-Universität in Münster with a thesis on software license as property purchase in 1989. In 1991, he passed the second state examination. After the 1994 of habilitation, also in Münster about self-regulation in the banking and insurance law, Hoeren 1995 University Professor at the Law Faculty of the Heinrich -Heine- University of Dusseldorf, where he was appointed professor of civil law and international economic law.

From 1996 to the end of 2011 was Hoeren judge at the Dusseldorf Higher Regional Court. In 1997 he was appointed to the Chair of Information Law and computer science at the Law Faculty of the Westfälische Wilhelms-Universität in Münster, where he heads the Civil Division of the Institute for Information, Telecommunications and Media Law. In addition, he has worked as a researcher at the city's European Research Center for Information Systems. He has the right to teach civil law, business law, civil litigation and legal computer science.

Until 1997 Hoeren legal adviser to the European Commission / DG XIII in the Legal Advisory Board on Information Technology, Member of Task Force Group on Intellectual Property of the European Commission. He is a member of the Scientific Advisory Board of DENIC as well as a board member of the Research Center for Information Law at the University of St. Gallen.

Since June 2000 Hoeren works with the World Intellectual Property Organization as a domain name panelist with. He is also a member since 2004 (Research Fellow ) at the Oxford Internet Institute / Balliol College, Member of the Technical Commission communication of the German Commission for UNESCO, member of the working group "New Media " of the German Rectors' Conference and a member of the Technical Committee for Copyright and Publishing Law of the German Association for intellectual Property and Copyright. Since 2012 he has been Dean of the Law Faculty of the University of Münster.

Hoeren is married and has two children; he lives privately in Steinfurt. He works part-time as a freelance photographer.
