Tổng cục 2

The Tong Cuc 2 Tinh Bao Quân đội (short: TC2; Second Central Commission for the Message Service) is both the domestic as well as foreign intelligence service of the Vietnamese government.

The Tong Cuc 2 is part of the Vietnamese Ministry of Defense and thus directly subordinated to the Communist Party of Vietnam and the President of Vietnam. The official establishment of the intelligence service took place in the 1990s, but it is claimed that the Tong Cuc 2 was also involved in 1978 with the invasion of Vietnamese troops in Cambodia. The Messenger service has broad powers, as his field of activity by law is extended to the political, security, defense, international relations, economics, research and technology, industry and society.
