Tulcán is the capital and largest city of the Ecuadorian province of Carchi, the city has an estimated 82,000 inhabitants ( 47 359 according to the last census in 2001). The location of 2960 m above sea level in the Andes gives Tulcán throughout the year an unusual Ecuador coolness.
