The engine of industrialization in Germany in the 19th century, the steam engine, which led to a major rationalization thrust. For the generation of steam boilers have been developed whose operating pressures and steam capacities were increased steadily, but always led to disastrous boiler explosions. Merits were the accidents in the lack of knowledge regarding the interpretation of pressure-retaining parts, non-standard materials, failures of equipment parts, and also a lack of knowledge in the operation staff ( boiler operator ).

To ensure safe operation took place in the late 1860s, the creation of regional Boiler Inspection Agencies as self-help communities in the steam boiler operator, so 1869 in Altona. You should help prevent accidents by independent inspections. The number of accidents thus fell sharply. Over the years this DÜV other tasks were transferred from the state. At the beginning of the 20th century, the testing of electrical engineering was added. From the DÜV as Technical Inspection Associations emerged as mortgaged entrepreneurs. In the Federal Republic the state- relieving activities of the Technical Inspection Agencies were set out in the Commercial Code. The state thus had to entrust the monitoring activities on clubs, thereby becoming a monopoly.
