United Nations Security Council Resolution 1246

Resolution 1246 of the UN Security Council on 11 June 1999, Recalling Security Council resolution 1236, the agreement between Indonesia and Portugal on 5 May 1999 and the agreement between the United Nations and the Governments of Indonesia and Portugal on the same day on the modalities a referendum in East Timor ( S/1999/513, annexes I-III ) was unanimously adopted. Thus, the United Nations approved the formation of the United Nations Mission in East Timor ( UNAMET ).

Background

1974 Indonesia had the former colony of Portuguese Timor busy, as this was in the independence in the process of dismissal. Since then, there was a guerrilla war between East Timorese and Indonesians, the international law in 1975 annexed the country. Directly and indirectly 183,000 people were killed by the occupation. The resolution

Secretary-General Kofi Annan reported on the tense situation and violence in East Timor ( S/1999/595 ). Given since July 1983 continued efforts of the Governments of Indonesia and Portugal, with the help of the Secretary-General to find a just, comprehensive and acceptable solution for East Timor, the Security Council welcomed the appointment of a Special Representative of the Secretary General for the referendum in East Timor and reaffirmed its support for the efforts of the Personal Representative of the Secretary-General for East Timor.

The Security Council decided to establish the United Nations Mission in East Timor ( UNAMET ) until 31 August 1999 to organize the planned for August 8 referendum on the basis of direct, secret and universal suffrage, and perform. For the people of East Timor, the choice should ask whether they accept the constitutional framework for special autonomy in East Timor within the Republic of Indonesia or whether they reject it, which would lead to a separation of East Timor from Indonesia in accordance with the General Agreement and authorize the Secretary-General would who take responsibility in accordance with paragraph 3 of Security Agreement.
