United Nations Security Council Resolution 1264

Resolution 1264 of the UN Security Council is a resolution on the situation in East Timor, the United Nations Security djer on 15 September 1999 at its 4045th meeting unanimously adopted.

In adopting the resolution, the Security Council adopted its previous decisions relating to East Timor. Among these are the resolutions 384 (1975) of 22 December, 1975, 389 (1976 ) of 22 April 1976 1236 (1999) of 7 May 1999, 1246 (1999) of 11 June 1999 and 1262 (1999) of 27. August 1999.

With the resolution the Security Council responded to the referendum in East Timor on 30 August 1999 and the subsequent violence by pro- Indonesian militias. About 2000 people were killed, three quarters of the population was on the run. The East Timorese who have both expressed in the referendum for the Total Independence of their country, which was occupied since 1975 by Indonesia. The Security Council expressed its concern at the deteriorating security situation and the displacement and resettlement of Timorese civilians from, as well as attacks on staff and premises of the United Nations Mission in East Timor ( UNAMET ) and humanitarian personnel.

Under Chapter VII of the Charter of the United Nations and respecting the sovereignty of Indonesia, the Security Council condemned acts of violence in East Timor and demanded their attitude and punishing the guilty. He called for the cooperation of all parties in East Timor with humanitarian organizations to ensure the protection of vulnerable civilians, the safe return of refugees and displaced persons and the provision of humanitarian assistance. For this purpose he also approved the deployment of a force, as it was desired to the Secretary General of the United Nations in the letter of the Government of Indonesia on 12 September 1999. The mandate of the multinational force comprised the restoration of peace and security in East Timor and the protection of UNAMET, as well as facilitating humanitarian relief efforts. The participating countries have been authorized by resolution to use all necessary means to fulfill this mandate.

The panel underlined the resolution, the responsibility of Indonesia for the transitional phase between the conclusion of the popular consultation and the start of implementation of its result for the maintenance of international peace and security in East Timor and that Indonesia under the Agreement of 5 May 1999 and the safe return of refugees have to ensure to East Timor.

The Security Council entrusted the Secretary-General the task of planning a transitional UN administration in East Timor and prepare. The leadership of the peacekeeping force has been asked to report to the Board regularly on the progress in the implementation of the mandate report.

Based on the resolution, the International Forces East Timor INTERFET was deployed to East Timor. First Australian units landed at the airport in Dili on 20 September 1999., The United Nations Transitional Administration for East Timor UNTAET began its work on 25 October 1999, based on resolution 1272 (1999).
