United Nations Security Council Resolution 478

Resolution 478 was adopted by the UN Security Council on 20 August 1980. In it, the Jerusalem Law, which holds the annexation of East Jerusalem by Israel, among other things, was annulled. The resolution was adopted with 14:0 votes, the United States abstained. Until the Israeli withdrawal from East Jerusalem, the UN Member States were asked to withdraw their diplomatic missions from Jerusalem.

At this time, 45 states had from 13 established their embassies in Jerusalem: Bolivia, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, the Netherlands, Panama, Uruguay and Venezuela. All other embassies were located in Tel Aviv.

All 13 affected states followed the resolution. 1982 laid two States, Costa Rica and El Salvador, their messages back to Jerusalem. In August 2006, only laid Costa Rica and 14 days later, El Salvador, however, their messages back to Tel Aviv.

Thus currently have no states their embassies in Israel in Jerusalem; Belgium, France, Greece, Great Britain, Italy, Sweden, Spain and the U.S. have there however Consulates General.
