United Nations Security Council Resolution 661

Resolution 661 of the UN Security Council is a resolution adopted at its 2933rd meeting, on 6 August 1990, the United Nations Security Council. The resolution was adopted on the fifth day of the Iraqi invasion of Kuwait. The Security Council recognizes first explicitly Kuwait's right to self-defense under international law compliant in accordance with Article 51 of the UN Charter to (see Preamble) and also imposed economic sanctions against Iraq to enforce the standard required by Resolution 660 withdrawal of Iraqi troops. Specifically, a total embargo was established, especially for weapons, and frozen existing Iraqi Finance abroad. The resolution was adopted by 13 votes to zero, with Yemen and Cuba abstained. Competent Chairman of the Security Committee of the resolution was the Deputy Permanent Representative of Finland Marjatta Rasi.

" The Security Council,

  • Reaffirming its resolution 660 (1990) of 2 August 1990,
  • Deeply concerned that this resolution has not been implemented, and that the invasion of Kuwait by Iraq continues with further loss of life and destruction of property,

  • Reaffirming the inherent right of individual or collective self-defense under Article 51 of the Charter against the armed attack of Iraq to Kuwait,

And the rule of power of the legitimate Government of Kuwait has usurped;

  • 2 consequently decides to take the following measures to ensure compliance

Sure of paragraph 2 of resolution 660 (1990 ) by Iraq and to restore the rule of the legitimate Government of Kuwait;

  • 3 Decides that all States shall prevent:

A) the importation of all originating from Iraq or Kuwait raw materials and products that are executed after the date of the present resolution, in their territory;

B ) all activities of their nationals or in their territories thought that would promote the export or transshipment of any commodities or products from Iraq or Kuwait or promote; and all the shops, their nationals or their flag leading ships or on their territories from Iraq or Kuwait -derived raw materials or products that are made ​​after the date of this resolution from there, including in particular all transfers of funds to Iraq or Kuwait for the purposes of such activities or transactions;

C ) except for the sale or supply, whether they come by their nationals or from their territories or using leading of their flag vessels of any commodities or products, including weapons or other military equipment of all types, from their territories or not, but supplies that are intended strictly for medical purposes, and - in humanitarian cases - food, to a natural or legal person in Iraq or Kuwait or to any person or entity for the purpose of a study carried out in Iraq or Kuwait or Iraq or Kuwait from operating activities and all activities of its nationals or on its territory meant that promote or encourage the sale or supply of these raw materials or products;

  • 4 Decides that all States shall refrain from the Government of Iraq or any commercial, industrial or public utility companies in Iraq or Kuwait to provide funds or other financial or economic resources available, and their nationals and all located on their territory people will prevent you from spending such funds or resources from their territories or to ask the Government of Iraq or such a company in any other way available, or to transfer any other funds to natural or legal persons in Iraq or Kuwait, except payments exclusively are intended for strictly medical or humanitarian purposes and, in humanitarian circumstances, foodstuffs;
