United Nations Security Council Resolution 688

In Resolution 688 of the UN Security Council of 5 April 1991, the Security Council continued with the systematic forced displacement of Kurds in Iraq apart in 1991.

In order to qualify the situation as a " threat to the peace " under Article 39 UN Charter, while at the same time preserve the hurdle under Article 2, paragraph 7, UN Charter, the Security Council referred in making its assessment on the displaced Kurds fled to neighboring countries of Iraq, and not directly to the state internal human rights situation.
