United States Assistant Secretary of State

The Assistant Secretary of State from 1853 to 1913 was the second- highest official in the State Department of the United States ( State Department) and thus Deputy Minister of Foreign Affairs. 1853 Before the Chief Clerk took this second rank true. After 1913, the Counselor held the second highest position. But there was still the assistant secretary until 1924. Today, this location corresponds to that of the Vice- Minister for Foreign Affairs ( Deputy Secretary of State ), while today's Assistant Secretarys have the rank of department heads.

Between 1853-1913 there were 25 to 1924 and a further four Assistant Secretaries of State. Noteworthy incumbents were

  • Ambrose Dudley Mann, the first incumbent from 1853 to 1855; previously consul in Bremen
  • John Hay, the 12 incumbents from 1879 to 1881; 1898-1905 U.S. Secretary of State
  • James D. Porter Jr., 16, of the incumbent from 1885 to 1887; later Governor of Tennessee
  • William R. Day, the 22nd incumbent from 1897 to 1898; then from 1898 U.S. Secretary of State since 1899, and Judge of the U.S. Court of Appeals or a judge at the U.S. Supreme Court
  • John B. Moore, the 23 incumbents of 1898; then judge on the International Tribunals
  • Robert Bacon, the 26th incumbent from 1905 to 1909; 1909 U.S. Secretary of State
  • John E. Osborne, the 29 incumbents from 1913 to 1916; 1893-1895 Governor of Wyoming.

Current importance

U.S. Department of State

At the present time the title of assistant secretary of state is often used as an assistant to senior positions in the U.S. State Department. There are assistant secretaries for reporting to the Under Secretaries of State:

  • One for the political affairs of diplomatic missions in the major geographic regions of the world ( Africa, Europe and Eurasia, Middle East, East Asia and Pacific, South and Central Asia, Western Hemisphere )
  • One for the needs of international organizations,
  • One for the cooperation with other countries in matters of drug trafficking.

In addition, manage assistant secretaries tend to individual offices in the U.S. State Department. There is an Assistant Secretary of State

  • Of Telecommunications and the research,
  • For the affairs of the legislature,
  • For the management,
  • For consular affairs
  • For the affairs of the security in the diplomatic services.
