The United States of Colombia led on May 8, 1863 a constitution in the sense of the Liberals.

The nine states were Antioquia, Bolívar, Boyacá, Cauca, Cundinamarca, Magdalena, Panama, Santander, as well as the new state of Tolima, there was also the territories of Caquetá, San Martin, Nevada and Motilones. However, the distribution of power between the states and the central government was not clearly defined, so that the individual states were largely independent.
