Urban renewal
Under urban renewal is generally understood the targeted process to maintain, improve, redesign and enhancement of existing parts and structures of a city. A distinction is made between of the engagement in the claustrophobic space of urban renewal areas and the object-related modernization or repair of buildings.
Given the sometimes rather contradictory variety of terms for this related to the internal development part strategy of urban development, it is necessary to characterize under scientific and systematic orientation to be used technical terms new to uniform as possible -to-use definition; hereafter urban renewal as part of the urban development strategy of the central term for the full range of politically planned urban change in the built-up area of the local context. This used more broadly generic term urban renewal can thus be considered as central heading over all resulting concepts developed for inventory development of the city; on the next specification level can this preamble be divided into its two central complexes, on the one hand the " urban renewal in the strict sense " ( keyword: renovation) and on the other hand the urban redevelopment.
- Rehabilitation: maintenance of building structure while improving the function and use of a general restoration area, but not necessarily connected with the preservation of the social structure of the users of the district.
- Urban Redevelopment: Change in the structural basis and therefore also one of the specific use. Result of the conversion is thus a function and use change of the relevant urban area, which is normally accompanied by a basic land division and a change or replacement of the users and residents.
Area scenes
Urban renewal in prescribed areas under urban design remedial measures, rather than urban planning development activities or special development areas. Typical field scenes are:
- Old towns and historic city centers
- Town centers and district cores
- Founder Temporal quarter
- Large housing estates (including prefabricated housing estates )
- Areas with deprived areas (see: Social City )
By instead renovation, neighborhood improvements or urban redevelopment.
The urban renewal is to allow the maintenance and modernization of buildings, the revitalization of the centers and secondary centers and the improvement of the living environment in the affected areas. The goal is to halt the decline of inner cities as social, economic, cultural and political center of the region. Through diversity and functional mix they should remain places of encounter and identification.
Is the legal basis for rehabilitation, development and delivery locations and for promotion in Germany in the reorganization law, the "special urban planning legislation " Building Code (§ § 136 et seq Building Code ). In Germany is mostly funded by the federal and state governments, urban regeneration through the programs of urban development (also: Urban Heritage Conservation, Social City and Urban Renewal ).
