Vienna Document

The "Vienna Document 2011 of the Negotiations on Confidence - and Security-Building Measures " (WD 11) is a political, binding agreement of the Organization for Security and Cooperation in Europe (OSCE ) to increase European security through transparency and confidence-building. The WD 11 includes an information and a verification regime and other confidence-building measures and mechanisms for peaceful conflict resolution. It was drafted at the OSCE meeting in the years 1992, 1994, 1999 and 2011. The text of the 2011 document is identical to the 1999 document.
