Volvo began in 1926 with the planning of a larger successor to their first four-cylinder models PT 4 and PV 4 The Swedish car market was then dominated by U.S. models and Volvo needed a larger six-cylinder car to compete over there.

The Volvo PV 651 was introduced in April 1929. The new car had a stronger chassis, which coped with the stronger engine. The construction was made in the traditional hybrid design, so with a wooden frame, which was covered with sheet metal. The 3010 cc, DB engine with seven bearing crankshaft and side valves was designed long-stroke (76.2 x110 mm) and 5.1:1 compressed. He made 55 hp (40 kW) at 3000 rpm. The three-speed gear was not synchronized.

In the spring of 1930, the Volvo PV 652 followed with modified interiors and a modified dashboard. The engine got a new carburetor, but the most important change was the introduction of hydraulically actuated brakes. 1931, the three-speed gearbox was replaced by an equally unsynchronized four-speed transmission. In January 1932, the PV 652 was the somewhat bored ( 79.4 x110 mm) EB engine with 3366 cc and 65 hp (48 kW) at 3200 rpm. The gearbox had three gears again, the 2nd and 3rd gear were synchronized.
