Xaisomboun

Saysomboun (also Xaisomboun, Lao: ໄຊ ສົມ ບູນ ) was a territory with special status (Lao: khet phiset, ເຂດ ພິ ເສດ, French: zone Spéciale, Engl: special zone ) in the Democratic People's Republic of Laos northeast of the capital Vientiane. The zone covered an area of 7105 km ²; the population in 2004 was estimated at 70,600. The population density was therefore about 10 inhabitants per km ². The capital of the zone was Ban Muang Khay.

Administrative divisions

Saysomboun was formed in 1994 from military - strategic reasons, parts of the provinces of Xieng Khouang Vientiane and in order to control the local population better. For entry into this zone you needed a special permit. Built by the CIA and more used by the Lao military military base Long Cheng was in the Special Zone.

The Special Zone originally consisted of the following districts:

With effect from 13 January 2006, the Special Zone was dissolved and the areas re- subordinated to the previous provinces:

  • On 23 September 2004, the districts Hom and Longsane were merged. The district, whose name is still Hom, then the province of Vientiane was subordinated.
  • On 27 June 2005, the districts Phun and Xaysomboun were merged. The resulting district was Xaysomboun.
  • On 13 January 2006, the Special Zone was dissolved. Vientiane Province was Xaysomboun again subordinate while Thaton was Xieng Khouang province subordinate.

Others

International human rights organizations have criticized the conduct of the military towards the Laotian Hmong living there. Several times it should have come to serious human rights violations.
