Zakad Insurance Institution ( ZUS, German Social Insurance Institution) is the State Social Insurance in Poland with 45,600 employees, the contributions for social and health insurance of 15 million workers (as of August 2013) collects and pays benefits, such as pensions, occupational accident, sickness, maternity and death.

Social security contributions

Financial

2013 has ZUS in their Social Security Fund Fundusz Insurance Institution ( FUS ) 171 billion zloty, which corresponds to about half of the national budget. The ZUS maintains the Fund for Demographic Reserve ( Fundusz Rezerwy Demograficznej, FRD ), preventive invests the money for Demographic lows and in 2013 achieved a profit rate of 7.2 %. The maintenance of ZUS will cost about 4 billion zloty, or 2.2 % of their budget.

The collected contributions are not sufficient to fund the pension benefits. But the early pensions cost the state 20 billion zloty annually, which is why the government coalition of Civic Platform (PO) and Peasants' Party (PSL ) plans to cut some careers in the early retiree list and increase the average retirement age. Currently, the average retirement age is on average 57 years old, although women supposed to be working until age 60 and men up to age 65. Stressful for the ZUS - balance are also the estimated 1 million bill unemployment and abuse of sick leave.

The state promotes the ZUS annually with 38 billion PLN and the social insurance of farmers KRUS with about 15 billion PLN. According to calculations by the FOR foundation pension Polish farmers is funded by contributions from 8% and 92 % from the state treasury. Pensions of other professional groups are funded 70 % from contributions.

In the years 2007 and 2008, and then guided by the PiS from the PO government has reduced its contribution to the disability insurance from 13 to 6%. 1.5% paid by the employee, 4.5% employer. Now, however, missing in 2010 alone about 17 billion zloty in the box office of the Social Insurance Fund ( Fundusz Insurance Institution ) FUS. Even in the years of FUS is respectively 20 billion zloty have too little to pay the disability pensions. If you were to raise the contribution back to the previous level of 13%, there would be a surplus in the FUS- checkout of 28 billion zlotys. Thus, their expenditure can be covered, the contribution of at least 10.5% of the gross wage would have to rise.
