1998–99 Regionalliga
The 1998/99 season the Regional was the fifth season of the Regional as the third- highest division in German football. It was played in four regional scales. In the seasons North, Northeast and South played 18 teams. In the relay West / Southwest 17 clubs were active.
The master of the squadrons west / southwest and south rose directly on to the 2nd Bundesliga. The master of the squadrons North and Northeast first played in a Relegation a third climber from. Then the losing team played a new promotion round with the runners-up of the squadrons west / southwest and south to the fourth climber to determine.

VfL Osnabrück remained in the Regionalliga as he lost the promotion play against the Chemnitz FC. Osnabrück participated as a loser in the ascent games, participate in the second ascent playing with Eintracht Trier and Kickers Offenbach.
In the Oberliga Kickers Emden had to descend VfL Hasetal Heart Lake and the sports fans Rickingen.

The Chemnitz FC was promoted to the 2nd Bundesliga, since one could win the rise of games against VfL Osnabrück. In the Oberliga Spandau SV and SD Croatia Berlin had to dismount.

Relegation to the 2nd Bundesliga
Season by season's winner winner North East
In the first phase of relegation, the two masters of the seasons north and northeast clashed in two games to determine the third promoted to the 2nd Bundesliga. The first leg in Chemnitz ended with a 2-0 home victory of the Chemnitz FC in the second leg victory Osnabrück 1-0. This Chemnitz rose to the 2nd Bundesliga.
Promotion round of the losing season winner and the runner-up
In the second phase the relegation of unsuccessful season winner of the first relegation round and the two runners- West/Südwest- and South Season played in a single round of the winner of the fourth promoted to the 2nd Bundesliga from. With two wins against Eintracht Trier and VfL Osnabrück secured the runner-up of the South squadron, Kickers Offenbach, promotion to the 2nd Bundesliga.
