The four northern German states are the only regions without Oberliga and the five Association leagues are located directly below the Regionalliga North, parallel to the two seasons of football Oberliga Nordost North and South. The FC Bremerhaven was denied the Regionalliga license again.

In future seasons Bremer master is able to rise only about relegation matches with the league winners of Hamburg and Schleswig -Holstein.
