The Kamu Emekçileri Sendikaları Konfederasyonu (confederation of workers employed in the public service, Abbreviation: KESK ) is a federation of unions in the public service of Turkey are organized. In 2012, organized in KESK unions had 240,000 members. It belongs to the International Trade Union Confederation and the European Trade Union Confederation

Genesis

In April 1994, members of various platforms of trade unionists met and decided to form a confederation. That they shared with the public on 15 May 1994. The trade unions within the trade union platform of public employees (tr: Kamu Çalışanları Sendikaları Platformu KCSP ) and the coordination formed in Ankara (tr: EŞGÜDÜM ) formed on June 11, 1994 various commissions. On 26 and 27 November 1994 ( Istanbul, Ankara, Bursa, Izmir ) Congresses were held in four regions. Then a central congress in Ankara was held on 25 and 26 February 1995. At this congress was attended by 710 delegates from 26 unions.

At this congress it was decided to form a confederation within four months. However, this was not possible. On 11 and 12 November 1995, a further congress in Ankara was held with 500 delegates from 28 unions. Here, a statute was passed. This constitution was submitted to the Governor of Istanbul on 8 December 1995. This KESK was officially established. Today, the central seat of KESK in Ankara. KESK held its first Annual General Meeting on 16 - 18th From August 1996. There Siyami Erdem was elected General Secretary as Chairman and Faysal Özçift.

While 37 unions are listed on the pages of KESK that were founded after 1990, without explicitly saying that they all belong to the Confederacy, ( the members, including number ) otherwise 11 August 2012 listed for unions that belong KESK.

Location tracking

Since its founding members were due to trade union activities (such as work stoppage ) or expressions prosecuted and were subjected to disciplinary proceedings. More than 100,000 trade unionists were affected between 1991 and 1997. According to information from KESK end of the year in 1997 12,642 cases were pending. 4,305 trade unionists were between 1991 and 1997 " demoted " (tr: surgun ) and lay off 1,889. In November 1997, the Governor of Şanlıurfa ordered the closure of the offices of SES and Eğitim Sen ( Member unions of KESK on ), as in the offices of banned publications were found. On 19 December 2002, the 4th Chamber of the State Security Court of Diyarbakir acquitted the members of the choir of KESK the charge of supporting an illegal organization. They had sung at a congress of Egitim -Sen in February of Kurdish songs. Between 1990 and 2003, more than 2,000 members of KESK in the area were under a state of emergency ( OHAL ) was added for disciplinary reasons to a different location. On 4 April 2007, the District Court # 28 in Ankara ended the trial of 23 trade unionists, which had been initiated in connection with the of Egitim -Sen in 2005 organized "March of the teacher." The court sentenced 10 union leaders, each with 15 months' imprisonment and a fine. The sentences were suspended on probation, with the exception of the penalty against the chairman of KESK, Ismail Hakki Tombul and the Chairman of BTS, Ibrahim Fehmi Kütan.

A case against more than 30 trade unionists from KESK was brought before the 8th Chamber of serious crime in Izmir. They had been arrested in May 2009, but later came free again. On 28 November 2011, the 8th Chamber sentenced for serious crimes in Izmir 25 of the defendants, including the chairman of KESK, Lami Ozgen each 6 years and 3 months imprisonment. They would have within the Union of Kurdistan Communities ( KCK ) in a Democratic Confederation of Labour (tr: Demokratik Emek Konfederasyonu, DEK ) together and thus acted in accordance with the terrorist organization PKK. Six defendants were acquitted for lack of evidence.

More KCK case against trade unionists of KESK are pending in Ankara. In February 2012 several members of KESK were arrested in Ankara and 15 of them (all women) accused of being members of KCK. On October 4, 2012, the case was taken to the 11th Chamber of serious crime in Ankara. Three of the detained defendants remained in custody. In the hearing on 14 December 2012, the remaining three remand prisoners were released from custody and the procedure was postponed to April 18, 2013.

Following the arrests in February 2012 KESK was affected by arrests as part of the KCK investigation again in June 2012. After operations in Ankara, Diyarbakir, Istanbul, Ağrı, Bitlis, Siirt, Adana and Eskisehir ordered the 12th chamber of serious crime in Ankara remand for 28 trade unionists, while 25 were not arrested, but with a process for membership of an armed gang have expected. The European Union has designated more than 70 arrests as a restriction of freedom of association in the 2012 Progress Report.

The case against 72 accused began on 10 April 2013, the 13th chamber of serious crime in Ankara. The court quashed the arrest warrants of the 22 defendants in pre-trial custody and adjourned on July 8, 2013. Six arrest warrants were canceled in advance of the trial on 15 February 2013. In the extensive 1140 pages indictment penalties from 7.5 to 15 years in prison according to Article 314 /2 of the Turkish penal code are required.
