The Russian colonel in the GRU Leopold Trepper traveling under a false name to Belgium. There he builds up a spy ring. With his staff, Viktor Sukulov ( Markowitsch Anatoly Gurevich ), Johann Wenzel, Hillel Katz and Mikhail Makarov succeeds in a very short time to establish a spy network in Belgium and France.
